present perfect or simple past + position of adverb

I'm struggling with this example: "The materias have kindly been provided" or "The material have been kindly provided" Which of these two is the better option and why? And secondly: In this particular case I often read this sentence in simple past tense. From what I learned the simple past expresses an action that is completed. Whereas the present perfect tense expresses that the action which started in the past is still relevant for the present time (the action itself of its effect). If I still own the material provided I wouldn't I rather use the latter tense? Thank you very much in advance.
