Looking after a wayward brother in mother's will

Our mother is getting old and getting worried. She worries that if she wills him money, he will spend it and nothing will be left for the grandchildren. If she wills the money directly to the grandchildren I worry he will suffer in old age through lack of funds as they might not want to look after him. Is there some vehicle where the money could be placed, that would allow him a comfortable existence in old age living off the interest (but unable to touch the capital), that would then be automatically transferred to his children?
