What is the difference between
"scare" and "rare"?

My English teacher has said that there is a difference between the two words, later, I asked him about more explanation but I couldn't realise them acuurately, I he said that rare,e.g. Rare pearl, is to describe the valuable thing and scare for the thing being elusive and can't be fetched eaisly as there is not enough amout of it.

Do you think the words mean the same? Why? What is your understanding? Please edit and explain IN the question, not in a comment.
